Narrative:

Flight rdu-pgv, runways 1-19 closed, winds 190 degrees of 14 KTS gusts 21 KTS. After landing on runway 25 at pgv a gust of wind lifted up the left wing and the right main tire blew out. I had a hard time maintaining directional control but managed to get the aircraft stopped. There was no fire and 4 passengers on board. We notified unicom, dispatch and company operations of our situation. But it took 18 mins to get ground transportation for the passenger who were out there near the only active runway. Something should be done to be able to transport passenger of a disabled aircraft at an uncontrolled field. There is no response time for this. It could of been a dangerous situation. Finally, ground transportation did arrive and passenger were transported safely!
