Narrative:

Proceeding from south to north to accident scene 6 statute mi north of airport, in radio contact with FSS. Regional carrier inbound from north. FSS recommends runway 10 advises of EMS helicopter parking close on west side of airport. Regional opts for runway 4 but helicopter is distracted by company radio and does not hear. Pilot of helicopter looking to right front for regional which is actually behind center window pillar at 10-11 O'clock. Leaning forward, helicopter sees regional turning and makes climbing 360 degree clearing turn for spacing. Regional pilot never sees helicopter, and ATC reports he also was on company radio and missed advisory of helicopter position. Company radios and airport advisory areas don't mix. Callback conversation with reporter revealed the following information: reporter states he called regional pilot on radio after landing and regional pilot had not seen helicopter. Regional pilot stated that he was on company radio and copilot, who heard helicopter advisory, did not tell captain. FAA investigated because regional captain, on the encouragement of airport manager, filed a near midair collision. Helicopter pilot was at no fault when tapes reviewed. Reporter states the workload was at high levels due to radio communication simultaneously with dispatch, ground personnel on scene and with radio for TA's.
