Narrative:

Taxied out, and nose gear taxi light failed. Used left inboard landing light. At charted 60-70 degree left turn, green taxi lights ended. Turned on the left runway turnoff light to find yellow taxi landing. First officer was in process of changing to tower frequency, as directed at that moment by ground control. When he looked back up, he said, 'you're gonna run over a taxi light.' we immediately felt a thump. I stopped and asked for taxi back to gate to have aircraft inspected. It didn't move with normal thrust, so we requested a tug for tow. Airport ramp control confirmed right outboard main was flat, so we shut engines down. Company maintenance changed both tires (required to always change in pairs) on taxiway, inspected aircraft, and we continued to destination. It turns out there was a NOTAM indicating that the taxiway, at that point, was relocated 90 ft north and centerline lights were OTS. This NOTAM is not in our company provided briefing message. The ATIS we received, a special for thunderstorm overhead, made no mention of it either. The ATIS I listened to during tire change did contain the NOTAM. The next day, my company included it in briefing package. It was the concrete base of a temporary taxi light that we caught by about 3 inches. Another carrier's widebody transport took out 7 of them recently also, and a ramp control person told me that 'everyone's been complaining.' as usual, there were many links in the chain -- the aircraft taxi light, the missing NOTAMS, the frequency change. The elimination of any one of them, and I may not have hit the light. Still my responsibility, however.

THE NEXT DAY, MY COMPANY INCLUDED IT IN BRIEFING PACKAGE. IT WAS THE CONCRETE BASE OF A TEMPORARY TAXI LIGHT THAT WE CAUGHT BY ABOUT 3 INCHES. ANOTHER CARRIER'S WDB TOOK OUT 7 OF THEM RECENTLY ALSO, AND A RAMP CTL PERSON TOLD ME THAT 'EVERYONE'S BEEN COMPLAINING.' AS USUAL, THERE WERE MANY LINKS IN THE CHAIN -- THE ACFT TAXI LIGHT, THE MISSING NOTAMS, THE FREQ CHANGE. THE ELIMINATION OF ANY ONE OF THEM, AND I MAY NOT HAVE HIT THE LIGHT. STILL MY RESPONSIBILITY, HOWEVER.
