Narrative:
Air carrier X was cleared to back taxi position and hold and after we entered the runway we had a pair of fgt's fly over the top of us about 30 ft. We don't know if they were landing or taking off. The controller messed up by clearing both of us on the runway at the same time.

Title: ACR X TAXIING ON ACTIVE RWY HAD NMAC WITH FGT'S MAKING LOW APCH TO RWY. SYS ERROR.
Narrative: ACR X WAS CLRED TO BACK TAXI POS AND HOLD AND AFTER WE ENTERED THE RWY WE HAD A PAIR OF FGT'S FLY OVER THE TOP OF US ABOUT 30 FT. WE DON'T KNOW IF THEY WERE LNDG OR TAKING OFF. THE CTLR MESSED UP BY CLRING BOTH OF US ON THE RWY AT THE SAME TIME.
