Narrative:

I was first officer on flight from sac-lax. Climbing out of sac on heading 120 degrees, level flight 11000, TCASII gave a TA, then conflict, monitor vsi. Then TCASII said to descend 2000/2500 FPM. I started down and the captain advised ATC. Then we had a visual on traffic, could see it was below at 10 O'clock. At which time I started a climb. At the same time, TCASII said to climb. I leveled off at 11600 ft, traffic passed behind and below. I descended to 11000 ft. ATC was never in contact with traffic.

I STARTED DOWN AND THE CAPT ADVISED ATC. THEN WE HAD A VISUAL ON TFC, COULD SEE IT WAS BELOW AT 10 O'CLOCK. AT WHICH TIME I STARTED A CLB. AT THE SAME TIME, TCASII SAID TO CLB. I LEVELED OFF AT 11600 FT, TFC PASSED BEHIND AND BELOW. I DSNDED TO 11000 FT. ATC WAS NEVER IN CONTACT WITH TFC.
