Narrative:

ILS 19R in use. Captain requests 7R for expediency. This is given to us as we are turned to a downwind. Turning base, controller kept us high and we were fast -- not yet expecting such an early approach. WX was marginal with moderate winds and heavy rains. We were struggling to configure, slow and descend as we were turned to final just outside the OM. We exceeded the required localizer parameters at least 3 times attempting to capture it and went full scale high on GS, remaining high all the way till flare. Note: at breakout (700 ft AGL) we were left and high correcting properly but should have gone around due to GS, localizer deviation as well as exceeding normal sink rates. We touched down in what I believe to be the first 1/3 of runway and hydroplaned along centerline resulting in a runway excursion. 1) we allowed the final controller to give us a high and tight approach with marginal WX -- perhaps he shouldn't have given it. 2) we did not execute a go around when required, still feeling safe in continuing.

Title: AN LGT CREW AT NIGHT, IN 'HVY' RAIN, REQUESTED AN ILS APCH TO A RWY THAT WAS NOT THE ATIS DECLARED PREFERRED RWY. ATC COMPLIED WITH THEIR REQUEST. THE ACFT HAD MUCH DIFFICULTY SLOWING AND FLYING THE ILS FROM ITS CLOSE-IN START POS.
