Narrative:

Air carrier X was on final runway 23, cleared to land. Small aircraft Y was on final for runway 32, also cleared to land. A state police helicopter was airborne. Numerous aircraft on ground frequency. Ground and local combined. The state police copter crossed the field between 2 inbounds for runway 23 and sited small aircraft Y for runway 32. He then reported additional traffic, presumably inbound for runway 32 which the controller could not see and presumably was a conflict with copter and other traffic. This took time and attention. Small aircraft Y was on a flight path so as to land northwest of runway 23 on runway 32. This was anticipated. Small aircraft Y was faster and did not reduce as expected and also did not follow standard noise abatement turn in. Small aircraft Y landed with the nose just into the intersection of the 2 runways. Air carrier X was touching down at approximately same time. Small aircraft Y was told to roll it through intersection and did so. Air carrier X passed behind after small aircraft Y was clear of runway. The problem was in my perceptions of what the 2 aircraft were doing and the distraction of copter and possible conflicting traffic. General business and rapidity of increase of volume. I attempted to get another controller for ground control to decombine. There were only 3 people assigned to tower -- myself (an area supervisor), 1 air traffic area and 1 fpl. The controller was on break.

Title: ACR X HAD LTSS FROM SMA Y. SYS ERROR. MULTIPLE RWY OP INTERSECTING RWYS.

Narrative: ACR X WAS ON FINAL RWY 23, CLRED TO LAND. SMA Y WAS ON FINAL FOR RWY 32, ALSO CLRED TO LAND. A STATE POLICE HELI WAS AIRBORNE. NUMEROUS ACFT ON GND FREQ. GND AND LCL COMBINED. THE STATE POLICE COPTER CROSSED THE FIELD BTWN 2 INBOUNDS FOR RWY 23 AND SITED SMA Y FOR RWY 32. HE THEN RPTED ADDITIONAL TFC, PRESUMABLY INBOUND FOR RWY 32 WHICH THE CTLR COULD NOT SEE AND PRESUMABLY WAS A CONFLICT WITH COPTER AND OTHER TFC. THIS TOOK TIME AND ATTN. SMA Y WAS ON A FLT PATH SO AS TO LAND NW OF RWY 23 ON RWY 32. THIS WAS ANTICIPATED. SMA Y WAS FASTER AND DID NOT REDUCE AS EXPECTED AND ALSO DID NOT FOLLOW STANDARD NOISE ABATEMENT TURN IN. SMA Y LANDED WITH THE NOSE JUST INTO THE INTXN OF THE 2 RWYS. ACR X WAS TOUCHING DOWN AT APPROX SAME TIME. SMA Y WAS TOLD TO ROLL IT THROUGH INTXN AND DID SO. ACR X PASSED BEHIND AFTER SMA Y WAS CLR OF RWY. THE PROBLEM WAS IN MY PERCEPTIONS OF WHAT THE 2 ACFT WERE DOING AND THE DISTR OF COPTER AND POSSIBLE CONFLICTING TFC.
