Narrative:

While on a heading of 260 degrees awaiting final vector to intercept inbound visual course to runway 17L at dfw we were cleared to 'turn left to 210 degrees at 4000 ft cleared for visual approach runway 17L.' moments later we received instructions to turn right 30 degrees. Then the TCASII commanded climb (to a rate of plus 4000 FPM). We climbed to about 4500 ft when both captain and first officer saw high winged small aircraft traffic at our 10 O'clock just as approach control called the traffic to us. The traffic indicated 500 ft lower than us in a climb. We were now passing across the centerline of 17L when the TCASII indicated 'clear of conflict.' approach control then cleared us for a visual approach to 17L with no further comment. We should have been notified of this traffic long before we were in a conflict situation. Traffic was not pointed out to us until we began evasive action.

MOMENTS LATER WE RECEIVED INSTRUCTIONS TO TURN R 30 DEGS. THEN THE TCASII COMMANDED CLB (TO A RATE OF PLUS 4000 FPM). WE CLBED TO ABOUT 4500 FT WHEN BOTH CAPT AND FO SAW HIGH WINGED SMA TFC AT OUR 10 O'CLOCK JUST AS APCH CTL CALLED THE TFC TO US. THE TFC INDICATED 500 FT LOWER THAN US IN A CLB. WE WERE NOW PASSING ACROSS THE CTRLINE OF 17L WHEN THE TCASII INDICATED 'CLR OF CONFLICT.' APCH CTL THEN CLRED US FOR A VISUAL APCH TO 17L WITH NO FURTHER COMMENT. WE SHOULD HAVE BEEN NOTIFIED OF THIS TFC LONG BEFORE WE WERE IN A CONFLICT SITUATION. TFC WAS NOT POINTED OUT TO US UNTIL WE BEGAN EVASIVE ACTION.
