Narrative:

Small aircraft X approaching westchester county airport, was handed off from approach control to the local controller who instructed me to enter a left downwind for runway 29. This I did and reported on left downwind. When I was approximately abeam the numbers for runway 29, the controller said I was #2 for landing on runway 29 with an small aircraft Y on final (no other traffic was reported landing on runway 34, which was also in use). I reported the traffic in sight and started a left base. The small aircraft ahead of me landed. When I was on final, the controller instructed small aircraft Y to taxi into position and hold on runway 29. This is not unusual for this runway since there is a long displaced threshold of 1287 ft. I had passed over the holding small aircraft Y and was about to land when the controller cleared the small aircraft Y for takeoff on runway 29. I hastily informed the controller that I was just about to touch down. She then asked me to state my position. I said again that I was about to touch down. She then instructed me to land and told the other aircraft to stop his takeoff roll and return to position. I landed without incident. Looking back, I realized I had not received a landing clearance. Sometimes clrncs are given at the last min, so I will ask if I'm cleared when on final and haven't yet received clearance. I was concerned with the landing and with checking for traffic on runway 34 approach and assumed the controller knew where I was.

Title: SMA X LANDED ON OCCUPIED RWY OVER THE TOP OF SMA Y HOLDING IN POS. PLTDEV. CTLR CLRED SMA Y FOR TKOF ON OCCUPIED RWY. SYS ERROR. SMA X AND Y HAD LTSS.

Narrative: SMA X APCHING WESTCHESTER COUNTY ARPT, WAS HANDED OFF FROM APCH CTL TO THE LCL CTLR WHO INSTRUCTED ME TO ENTER A L DOWNWIND FOR RWY 29. THIS I DID AND RPTED ON L DOWNWIND. WHEN I WAS APPROX ABEAM THE NUMBERS FOR RWY 29, THE CTLR SAID I WAS #2 FOR LNDG ON RWY 29 WITH AN SMA Y ON FINAL (NO OTHER TFC WAS RPTED LNDG ON RWY 34, WHICH WAS ALSO IN USE). I RPTED THE TFC IN SIGHT AND STARTED A L BASE. THE SMA AHEAD OF ME LANDED. WHEN I WAS ON FINAL, THE CTLR INSTRUCTED SMA Y TO TAXI INTO POS AND HOLD ON RWY 29. THIS IS NOT UNUSUAL FOR THIS RWY SINCE THERE IS A LONG DISPLACED THRESHOLD OF 1287 FT. I HAD PASSED OVER THE HOLDING SMA Y AND WAS ABOUT TO LAND WHEN THE CTLR CLRED THE SMA Y FOR TKOF ON RWY 29. I HASTILY INFORMED THE CTLR THAT I WAS JUST ABOUT TO TOUCH DOWN. SHE THEN ASKED ME TO STATE MY POS. I SAID AGAIN THAT I WAS ABOUT TO TOUCH DOWN. SHE THEN INSTRUCTED ME TO LAND AND TOLD THE OTHER ACFT TO STOP HIS TKOF ROLL AND RETURN TO POS. I LANDED WITHOUT INCIDENT. LOOKING BACK, I REALIZED I HAD NOT RECEIVED A LNDG CLRNC. SOMETIMES CLRNCS ARE GIVEN AT THE LAST MIN, SO I WILL ASK IF I'M CLRED WHEN ON FINAL AND HAVEN'T YET RECEIVED CLRNC. I WAS CONCERNED WITH THE LNDG AND WITH CHKING FOR TFC ON RWY 34 APCH AND ASSUMED THE CTLR KNEW WHERE I WAS.
