Narrative:

I was on a VFR flight plan from canada to a lake near rochester, ny, in a float plane. I attempted to call buf FSS prior to landing at XA30 local time but was unable. After clearing customs and becoming airborne at XB30 I contacted buf FSS by radio (about an hour beyond the ETA). There was no other way to do it. In canada the customs agents carry a cellular telephone to help with such matters. It would be nice if united states government agencies talked to each other as well.

Title: A PLT FROM CANADA WAS UNABLE TO CLOSE HIS FLT PLAN AFTER LNDG ON A LAKE NEAR ROC. UNITED STATES CUSTOMS WAS UNABLE TO HELP HIM TALK TO BUF FSS.

Narrative: I WAS ON A VFR FLT PLAN FROM CANADA TO A LAKE NEAR ROCHESTER, NY, IN A FLOAT PLANE. I ATTEMPTED TO CALL BUF FSS PRIOR TO LNDG AT XA30 LCL TIME BUT WAS UNABLE. AFTER CLRING CUSTOMS AND BECOMING AIRBORNE AT XB30 I CONTACTED BUF FSS BY RADIO (ABOUT AN HR BEYOND THE ETA). THERE WAS NO OTHER WAY TO DO IT. IN CANADA THE CUSTOMS AGENTS CARRY A CELLULAR TELEPHONE TO HELP WITH SUCH MATTERS. IT WOULD BE NICE IF UNITED STATES GOV AGENCIES TALKED TO EACH OTHER AS WELL.
