Narrative:

Aircraft on runway forced air carrier X to go around commencing at approximately 400 ft AGL. During initial climb TCASII activated with RA. Air carrier Y visually acquired at 12 O'clock moving right to left perpendicular to runway centerline. This was approximately 1000 ft AGL. We slowed climb making a slight right turn to avoid collision. Tower did not warn us of the air carrier Y position prior to near miss. Air carrier Y was on visual approach to runway 29 and was following instructions to cross over the field at 1000 ft. Conversation with tower supervisor brought out the details. He said the tower position controller had been yelled at as this event occurred. I told him to yell at him again for me. Tower supervisor also was under the impression that wake turbulence separation for takeoff behind a heavy jet (widebody transport had just departed causing aircraft in position to ask for a delay) was 1 1/2 mins or 5 mi. The correct answer is 2 mins or 5 mi. He refused to admit to me that he had said 1 1/2 mins to me. I made him get out the handbook over the phone to find the 2 min statement. During the go around evolution TCASII was yelling at us, landing gear aural warning was yelling at us as flaps were brought up to 15 degrees. Tower was giving us instructions (though not mentioning the air carrier Y traffic) and we were trying to communicate with each other in the cockpit. I'm glad I was looking out the window with all the distrs going on!

CONVERSATION WITH TWR SUPVR BROUGHT OUT THE DETAILS. HE SAID THE TWR POS CTLR HAD BEEN YELLED AT AS THIS EVENT OCCURRED. I TOLD HIM TO YELL AT HIM AGAIN FOR ME. TWR SUPVR ALSO WAS UNDER THE IMPRESSION THAT WAKE TURB SEPARATION FOR TKOF BEHIND A HVY JET (WDB HAD JUST DEPARTED CAUSING ACFT IN POS TO ASK FOR A DELAY) WAS 1 1/2 MINS OR 5 MI. TWR WAS GIVING US INSTRUCTIONS (THOUGH NOT MENTIONING THE ACR Y TFC) AND WE WERE TRYING TO COMMUNICATE WITH EACH OTHER IN THE COCKPIT. I'M GLAD I WAS LOOKING OUT THE WINDOW WITH ALL THE DISTRS GOING ON!
