Narrative:

An small aircraft reported holding over mkl VOR at 2100 ft. The normal pattern crosses the holding area at 2000 ft, therefore, I flew at 2600 ft to maintain adequate vertical separation from the small aircraft as I flew crosswind and downwind legs to mkl runway 20. At 2 1/2 NM northeast of the VOR, I was turning base leg at 2000 ft and saw the small aircraft in the position indicated. I lowered my nose and steepened my bank to avoid a collision. The small aircraft made no corrective actions and appeared to be on a 240 degree heading. He also made no additional position reports even after queried by FSS. A near miss was filed with my chief pilot. This airport has had intensive student training for many yrs and is badly in need of a control tower.

Title: NMAC AT OR NEAR A NON TWR ARPT.

Narrative: AN SMA RPTED HOLDING OVER MKL VOR AT 2100 FT. THE NORMAL PATTERN CROSSES THE HOLDING AREA AT 2000 FT, THEREFORE, I FLEW AT 2600 FT TO MAINTAIN ADEQUATE VERT SEPARATION FROM THE SMA AS I FLEW XWIND AND DOWNWIND LEGS TO MKL RWY 20. AT 2 1/2 NM NE OF THE VOR, I WAS TURNING BASE LEG AT 2000 FT AND SAW THE SMA IN THE POS INDICATED. I LOWERED MY NOSE AND STEEPENED MY BANK TO AVOID A COLLISION. THE SMA MADE NO CORRECTIVE ACTIONS AND APPEARED TO BE ON A 240 DEG HDG. HE ALSO MADE NO ADDITIONAL POS RPTS EVEN AFTER QUERIED BY FSS. A NEAR MISS WAS FILED WITH MY CHIEF PLT. THIS ARPT HAS HAD INTENSIVE STUDENT TRAINING FOR MANY YRS AND IS BADLY IN NEED OF A CTL TWR.
