Narrative:

I taxied clear of runway 27R onto taxiway echo as instructed by tower. I was then cleared for taxi to FBO ramp via taxiway delta by ground control. An small aircraft aircraft was cleared to taxi to runway 27R from the FBO via delta after making way for oncoming taxiing traffic (my aircraft). In order to reach my designated parking spot it was necessary for me to pass between the small aircraft aircraft (which at this point was still in its parking spot with it's engine operating) and a parked small aircraft aircraft. I accomplished taxi without incident, although my left wing tip passed within 3 ft of the small aircraft aircraft propeller even though the small aircraft aircraft had not moved and my aircraft was centered on taxiway line. While the 2 aircraft never came in contact, the FAA designated examiner aboard the small aircraft aircraft said he 'feared for his life...' but later tempered this statement by saying that the taxiway layout in this particular area of the airport was ill-conceived, and 'close calls' such as that which occurred were inevitable unless changes were made to the taxiway and parking area on the northeast side of 27R. In the future it is advisable for incoming air carrier request 'hold short' for outbound taxiing aircraft once their engines are in operation in order to facilitate safe movement on the parking ramp.

Title: PLT OF SMA ACFT TAXIING TO PARKING IN TIGHT AREA WHILE ANOTHER PARKED ACFT'S PROP IS TURNING.

Narrative: I TAXIED CLR OF RWY 27R ONTO TAXIWAY ECHO AS INSTRUCTED BY TWR. I WAS THEN CLRED FOR TAXI TO FBO RAMP VIA TAXIWAY DELTA BY GND CTL. AN SMA ACFT WAS CLRED TO TAXI TO RWY 27R FROM THE FBO VIA DELTA AFTER MAKING WAY FOR ONCOMING TAXIING TFC (MY ACFT). IN ORDER TO REACH MY DESIGNATED PARKING SPOT IT WAS NECESSARY FOR ME TO PASS BTWN THE SMA ACFT (WHICH AT THIS POINT WAS STILL IN ITS PARKING SPOT WITH IT'S ENG OPERATING) AND A PARKED SMA ACFT. I ACCOMPLISHED TAXI WITHOUT INCIDENT, ALTHOUGH MY L WING TIP PASSED WITHIN 3 FT OF THE SMA ACFT PROP EVEN THOUGH THE SMA ACFT HAD NOT MOVED AND MY ACFT WAS CTRED ON TAXIWAY LINE. WHILE THE 2 ACFT NEVER CAME IN CONTACT, THE FAA DESIGNATED EXAMINER ABOARD THE SMA ACFT SAID HE 'FEARED FOR HIS LIFE...' BUT LATER TEMPERED THIS STATEMENT BY SAYING THAT THE TAXIWAY LAYOUT IN THIS PARTICULAR AREA OF THE ARPT WAS ILL-CONCEIVED, AND 'CLOSE CALLS' SUCH AS THAT WHICH OCCURRED WERE INEVITABLE UNLESS CHANGES WERE MADE TO THE TAXIWAY AND PARKING AREA ON THE NE SIDE OF 27R. IN THE FUTURE IT IS ADVISABLE FOR INCOMING ACR REQUEST 'HOLD SHORT' FOR OUTBOUND TAXIING ACFT ONCE THEIR ENGS ARE IN OP IN ORDER TO FACILITATE SAFE MOVEMENT ON THE PARKING RAMP.
