Narrative:

Military X flight of 2 fgt's inbound to iwa. Sector 80 controller advised military X at FL390 was on a heading to separate him from air carrier Y at FL350 bound for lax. Military X then checked on and was given clearance to deviation south for WX. I coordinated a lower altitude with sector 91, they approved FL240 reference traffic at FL310. I instructed military X to descend to FL240 and expedite through FL290. I then realized there was traffic at FL330. I then instructed military X to maintain FL350, there was no response. I tried again, and then on guard twice before flight acknowledged clearance. I attempted to provide lateral separation with a 30 degree right turn on military X and 30 degree left turn on air carrier Y. I gave military X an additional 30 degree right turn which he took, advising me it would put him into WX.

Narrative: MIL X FLT OF 2 FGT'S INBOUND TO IWA. SECTOR 80 CTLR ADVISED MIL X AT FL390 WAS ON A HDG TO SEPARATE HIM FROM ACR Y AT FL350 BOUND FOR LAX. MIL X THEN CHKED ON AND WAS GIVEN CLRNC TO DEV S FOR WX. I COORDINATED A LOWER ALT WITH SECTOR 91, THEY APPROVED FL240 REF TFC AT FL310. I INSTRUCTED MIL X TO DSND TO FL240 AND EXPEDITE THROUGH FL290. I THEN REALIZED THERE WAS TFC AT FL330. I THEN INSTRUCTED MIL X TO MAINTAIN FL350, THERE WAS NO RESPONSE. I TRIED AGAIN, AND THEN ON GUARD TWICE BEFORE FLT ACKNOWLEDGED CLRNC. I ATTEMPTED TO PROVIDE LATERAL SEPARATION WITH A 30 DEG R TURN ON MIL X AND 30 DEG L TURN ON ACR Y. I GAVE MIL X AN ADDITIONAL 30 DEG R TURN WHICH HE TOOK, ADVISING ME IT WOULD PUT HIM INTO WX.
