Narrative:

Small aircraft X was cleared by ground controller to taxi from southwest area of airfield to active runway 14. This clearance required runway 23 to be crossed. As I approached runway 23 (I was inside the hold line but not completely on the runway) ground controller advised me to stop. As I did so, I noticed an small aircraft Y was executing touch and go lndgs on runway 23. When separation was adequate between the 2 aircraft, ground controller allowed me to resume taxi. I then asked ground controller to verify that I was not asked to hold short of runway 23 in the original taxi clearance, which he acknowledged. Quite simply, both myself and the ground controller should have been more vigilant of traffic.

Title: SMA X UNAUTHORIZED UNCOORDINATED RWY XING HAD LTSS FROM SMA Y MAKING TOUCH AND GO LNDG. SYS ERROR.

Narrative: SMA X WAS CLRED BY GND CTLR TO TAXI FROM SW AREA OF AIRFIELD TO ACTIVE RWY 14. THIS CLRNC REQUIRED RWY 23 TO BE CROSSED. AS I APCHED RWY 23 (I WAS INSIDE THE HOLD LINE BUT NOT COMPLETELY ON THE RWY) GND CTLR ADVISED ME TO STOP. AS I DID SO, I NOTICED AN SMA Y WAS EXECUTING TOUCH AND GO LNDGS ON RWY 23. WHEN SEPARATION WAS ADEQUATE BTWN THE 2 ACFT, GND CTLR ALLOWED ME TO RESUME TAXI. I THEN ASKED GND CTLR TO VERIFY THAT I WAS NOT ASKED TO HOLD SHORT OF RWY 23 IN THE ORIGINAL TAXI CLRNC, WHICH HE ACKNOWLEDGED. QUITE SIMPLY, BOTH MYSELF AND THE GND CTLR SHOULD HAVE BEEN MORE VIGILANT OF TFC.
