Narrative:

Departed jbr VMC after complete briefing from local FSS. I had prior knowledge of thunderstorms in stl area. ARTCC allowed deviations for WX, to include phrase 'deviate as necessary, direct stl when able.' after encountering IMC at 9000 ft with continuous light/moderate turbulence with occasional severe turbulence, receive clearance to 4000 ft. I had lowered landing gear for turbulence descent. Handed off to approach control, I requested lower. Conditions were now light to moderate rain with occasional heavy rain in squalls. Approach controller said, 'expect 3000 ft in 10 mi.' I had been tracking direct to stl VOR when approach delivered 'fly 330 degrees, join 30R localizer, continue inbound.' shortly after, all received from communication radios were scratchy pops. Both radios were used to attempt to contact all approach. Both tower frequencys began 'blind reports' squawked 7600. Flew the ILS 30R, with 'blind reports' at OM inbound, field in sight, requested clearance to land and requested green light from tower -- none received. Taxied to ramp with no communication. Noted line up of acrs awaiting takeoff. Water on radio.
