Narrative:
Aircraft position was issued by mli approach as 1230 O'clock, 8 mi, 800 ft below. At 6 mi out, picked him up on TCASII and altitude checked with approach advisory. Crew followed aircraft on TCASII with no observed deviation of altitude. When aircraft reached the 2 O'clock position, captain established visual contact, altitude checked. At the same moment, before mli approach could be notified, the aircraft executed an inside loop causing a TCASII RA 'climb -- climb' followed by a 'descend, descend' as aircraft came back through our altitude.

Title: AN MDT ACR CREW WATCHED ANOTHER ACFT MAKE A LOOP THROUGH THEIR ALT. THIS WAS SEEN VISUALLY AND ON TCASII.
Narrative: ACFT POS WAS ISSUED BY MLI APCH AS 1230 O'CLOCK, 8 MI, 800 FT BELOW. AT 6 MI OUT, PICKED HIM UP ON TCASII AND ALT CHKED WITH APCH ADVISORY. CREW FOLLOWED ACFT ON TCASII WITH NO OBSERVED DEV OF ALT. WHEN ACFT REACHED THE 2 O'CLOCK POS, CAPT ESTABLISHED VISUAL CONTACT, ALT CHKED. AT THE SAME MOMENT, BEFORE MLI APCH COULD BE NOTIFIED, THE ACFT EXECUTED AN INSIDE LOOP CAUSING A TCASII RA 'CLB -- CLB' FOLLOWED BY A 'DSND, DSND' AS ACFT CAME BACK THROUGH OUR ALT.
