Narrative:

I was talking to air carrier X who is an small transport at 8000 ft. When I started to hear static on my frequency (124.8). I have 2 rcag sites. One at prx and one at txk. I was picking the static up on both. Air carrier X shortly after it started, asked if I heard it. I said yes. Shortly after that, I started to hear a broken woman's voice. Air carrier X then stated that he heard her fairly clearly and that it was a cellular telephone. He made a check of his passenger to see if anyone on board was using one. No one was. I made a check on frequency to see if anyone I was talking to was. No one was. The discussion went on for about 2 more mins and then abruptly terminated. Air carrier X said that she had hung up. Air carrier X could hear the conversation better than I could.

I MADE A CHK ON FREQ TO SEE IF ANYONE I WAS TALKING TO WAS. NO ONE WAS. THE DISCUSSION WENT ON FOR ABOUT 2 MORE MINS AND THEN ABRUPTLY TERMINATED. ACR X SAID THAT SHE HAD HUNG UP. ACR X COULD HEAR THE CONVERSATION BETTER THAN I COULD.
