Narrative:

Flight was cruising 92 NM southwest of chs on J-79 at FL280. A red RA was noticed on the TCASII radar scope. It indicated 1000 ft or FL270 closing. At the same time, an aural climb climb was heard and the red band of the rate of climb indicated no down and no up less than 800 FPM. An immediate climb to FL28.8 was initiated (the RA could not be located visually). At FL28.8 a monitor vertical speed command was heard followed by a clear of conflict command. The RA was reported to ZJX and flight returned to FL280. ZJX said the traffic was a fgt level at FL270 and no violation would be issued. I question how long the fgt was at FL270 and its flight path to FL270 and what electronic equipment was operating.

Title: ALTDEV ALT EXCURSION IN PLT RESPONSE TO TCASII RA FROM OPPOSITE DIRECTION TFC, 1000 FT LOWER.

Narrative: FLT WAS CRUISING 92 NM SW OF CHS ON J-79 AT FL280. A RED RA WAS NOTICED ON THE TCASII RADAR SCOPE. IT INDICATED 1000 FT OR FL270 CLOSING. AT THE SAME TIME, AN AURAL CLB CLB WAS HEARD AND THE RED BAND OF THE RATE OF CLB INDICATED NO DOWN AND NO UP LESS THAN 800 FPM. AN IMMEDIATE CLB TO FL28.8 WAS INITIATED (THE RA COULD NOT BE LOCATED VISUALLY). AT FL28.8 A MONITOR VERT SPD COMMAND WAS HEARD FOLLOWED BY A CLR OF CONFLICT COMMAND. THE RA WAS RPTED TO ZJX AND FLT RETURNED TO FL280. ZJX SAID THE TFC WAS A FGT LEVEL AT FL270 AND NO VIOLATION WOULD BE ISSUED. I QUESTION HOW LONG THE FGT WAS AT FL270 AND ITS FLT PATH TO FL270 AND WHAT ELECTRONIC EQUIP WAS OPERATING.
