Narrative:

On 2 occasions, an FAA inspector at smf looked at our aircraft during turn around flts. On jun/thu/92 he told me -- and I went to look with him -- that he thought it was possible that a pitot tube was starting to pit -- I could see no evidence of this, but told him I would have maintenance staff in lax check it on arrival -- this was done -- they saw nothing of concern. 12 days later, the same aci walked around our aircraft and said a static wick was missing from our left horizontal stabilizer. Since we were boarding passenger for departure, we checked the MEL/cdl for the aircraft and found not only did we not need that one, but the aircraft does not require any wicks unless operating HF or LORAN (we don't have either on board). Again, I told him I would write it up for maintenance in lax. When we arrived in lax, I made an entry in the log -- maintenance was taking care of it. The problem is that this aci is writing us up for departing with discrepancies. We had no grounding discrepancies and nothing was in the logbook until arrival in lax. This particular individual is well-known by all operations of all carriers to be a trouble maker. He seems to take personnel delight in trying to ground or delay flts by major carriers. He needs to be removed or retrained.

Title: ACR CAPT COMPLAINS ABOUT FAA INSPECTOR'S RAMP CHKS AT SMF.

AGAIN, I TOLD HIM I WOULD WRITE IT UP FOR MAINT IN LAX. WHEN WE ARRIVED IN LAX, I MADE AN ENTRY IN THE LOG -- MAINT WAS TAKING CARE OF IT. THE PROBLEM IS THAT THIS ACI IS WRITING US UP FOR DEPARTING WITH DISCREPANCIES. WE HAD NO GNDING DISCREPANCIES AND NOTHING WAS IN THE LOGBOOK UNTIL ARR IN LAX. THIS PARTICULAR INDIVIDUAL IS WELL-KNOWN BY ALL OPS OF ALL CARRIERS TO BE A TROUBLE MAKER. HE SEEMS TO TAKE PERSONNEL DELIGHT IN TRYING TO GND OR DELAY FLTS BY MAJOR CARRIERS. HE NEEDS TO BE REMOVED OR RETRAINED.
