Narrative:

Departed yolo county airport en route to vacaville. Approximately 25 NM southwest of yolo county airport at 1000 ft MSL a military mlt en route to travis air force base at 1000 MSL passed in front of my aircraft approximately 1/4 mi, approached from right rear quarter and passed right to left at approximately 250 KTS. My indicated airspeed was 150 mph, (my aircraft is an small aircraft). Occurrence was approximately 25 mi north (true) of travis air force base. Evasive action taken (180 degree turn) to avoid wake turbulence. The mlt had no lights on. I had only a strobe light on. I was squawking 1200 with altitude encoding. I was not in contact with travis approach, I was monitoring yolo county traffic unicom. After landing, I called travis RAPCON and talked with sgt X who informed me it was a mac flight VFR inbound and quote, 'he screwed us up as much as he screwed you up.' conditions: high overcast (8000 ft) scattered clouds in the area, visibility approximately 40 mi -- smooth air. My aircraft is bare aluminum with maroon trim -- strobe light on bottom of aircraft. Has poor visibility aft -- good forward. Perception -- my aircraft hard to see -- large aircraft at 250 KTS low, small aircraft at 130 KTS -- 4 small airports within 10 NM north of travis -- not a good idea to operate a transport category aircraft (excess 12500 pounds) VFR at 1000 MSL (800 AGL) at 250 KTS near uncontrolled airport. See and avoid are good if 1 or both can see and avoid. An arsa or TCA wouldn't help, only good judgement and eyesight would.
