Narrative:

FAA personnel were on the east side of runway 3, at the departure end, 1000 ft remaining, in the safety area, in the grass, when they were advised of the intended operation. Small aircraft X was on the downwind when he was advised of the intended operation. Pilots who prefer to use the full length of the runway are expected to advise ATC prior to landing. The small aircraft X is a group 1 aircraft, that can be cleared to land on runway 3 and told to hold short of runway 17/35, when using simultaneous operations at lynchburg airport. FAA airway facility personnel were working on the ILS for runway 3, the last 1000 ft remaining, northeast of fixed distance marker and the intersection of runway 17/35. They were advised by ground control, small aircraft X would make a full stop landing on runway 3 and hold short of runway 17/35 before they were given permission to proceed onto runway 3. After receiving and acknowledging the information from ground control, they were given permission to proceed onto runway 3, at the 1000 ft remaining marker. I issued airport conditions information necessary for an aircraft's safe operation in time for it to be useful to the small aircraft X. Small aircraft X said he could comply with my request before he landed. I cleared small aircraft X to land on runway 3, and to hold short of runway 17/35. The aircraft landed and turned left onto delta taxiway. The first 2000 ft of runway 3. The length of runway 3/21 is 5799 ft. There was at least 3000 ft of runway remaining between the landing aircraft and FAA personnel on the runway.

Narrative: FAA PERSONNEL WERE ON THE E SIDE OF RWY 3, AT THE DEP END, 1000 FT REMAINING, IN THE SAFETY AREA, IN THE GRASS, WHEN THEY WERE ADVISED OF THE INTENDED OP. AFTER RECEIVING AND ACKNOWLEDGING THE INFO FROM GND CTL, THEY WERE GIVEN PERMISSION TO PROCEED ONTO RWY 3, AT THE 1000 FT REMAINING MARKER. I ISSUED ARPT CONDITIONS INFO NECESSARY FOR AN ACFT'S SAFE OP IN TIME FOR IT TO BE USEFUL TO THE SMA X. SMA X SAID HE COULD COMPLY WITH MY REQUEST BEFORE HE LANDED. I CLRED SMA X TO LAND ON RWY 3, AND TO HOLD SHORT OF RWY 17/35. THE ACFT LANDED AND TURNED L ONTO DELTA TAXIWAY. THE FIRST 2000 FT OF RWY 3. THE LENGTH OF RWY 3/21 IS 5799 FT. THERE WAS AT LEAST 3000 FT OF RWY REMAINING BTWN THE LNDG ACFT AND FAA PERSONNEL ON THE RWY.
