Narrative:

Fuel load was requested from FBO oklahoma 45 mins prior to dispatch time. Also APU to be started for air conditioner 15 mins prior to dispatch. Passenger were slightly late and found APU to be inoperative. Air show was starting, APU did not work and after loading passenger, FBO line crew pulled up in front of airplane with new APU. After delay, start was made. By then west runway was closed and had a 1 1/2-2 mi taxi. After takeoff was rted around air show, then at altitude entered IFR, was getting moderate turbulence and ice. Then first noticed FBO had not added fuel. Radio call confirmed. By this time I was told there was tornado 30 mi north of ama. I made a judgement to divert to abq for fuel. Later center advised best route was south to corona and cleared me direct corona direct abq. At this time I saw no problem. At 23 DME to abq fuel gauges showed over 15 gallons each side, at 18 KM gauges showed 8 gallons each side and I declared an emergency, landed, turned off, then left engine quit and I cleared taxiway to allow traffic. My perception and judgement was faulty in that I had never operated the fuel gauges in that area. The overload of air show, fuel, late passenger, APU faulty affected my judgement in not doing a check, check, check, then not returning for fuel. By ama I could not land due to WX, did not ask for other refuel. By the gauges west of ama I had plenty of fuel. The WX diversion well south and fuel gauge use was totally unexpected. A lesson well learned and feel to be very fortunate.

PAX WERE SLIGHTLY LATE AND FOUND APU TO BE INOP. AIR SHOW WAS STARTING, APU DID NOT WORK AND AFTER LOADING PAX, FBO LINE CREW PULLED UP IN FRONT OF AIRPLANE WITH NEW APU. AFTER DELAY, START WAS MADE. BY THEN W RWY WAS CLOSED AND HAD A 1 1/2-2 MI TAXI. AFTER TKOF WAS RTED AROUND AIR SHOW, THEN AT ALT ENTERED IFR, WAS GETTING MODERATE TURB AND ICE. THEN FIRST NOTICED FBO HAD NOT ADDED FUEL. LATER CTR ADVISED BEST RTE WAS S TO CORONA AND CLRED ME DIRECT CORONA DIRECT ABQ. AT THIS TIME I SAW NO PROBLEM. BY THE GAUGES W OF AMA I HAD PLENTY OF FUEL. THE WX DIVERSION WELL S AND FUEL GAUGE USE WAS TOTALLY UNEXPECTED. A LESSON WELL LEARNED AND FEEL TO BE VERY FORTUNATE.
