Narrative:

Landed on 16R at sea. Instructed to hold short of 16L. After approximately 1 min hold then cleared to cross 16L -- traffic holding in position for aircraft -- and contact ground on other side. After crossing, unable to contact ground as he was talking non- stop to several aircraft so no instructions from ground as what to do or where to go. Taxied onto ramp far enough to where I thought I was clear of runway 16L. The widebody transport aircraft is a big aircraft and its difficult to tell where the tail is. I was on ramp in front of tower with several other aircraft around. (Then) the new FAA instructions, you must clear the runway and stop until ground gives taxi instructions. This is what I was complying with. Ground finally told us to hurry and taxi forward to clear runway. Thought I was clear but maybe not completely. Tower had cleared aircraft holding on 16L for takeoff and he was rolling. Taxied forward and no problem. Tower should not clear aircraft for takeoff until runway is clear -- not assume aircraft will continue taxi because new ruling gives pilots problems with exactly how far to go.

Title: ACR WDB ACFT DID NOT COMPLETELY CLR THE SECOND RWY AFTER TAXIING ACROSS RWY AFTER LNDG ON PARALLEL RWY.

Narrative: LANDED ON 16R AT SEA. INSTRUCTED TO HOLD SHORT OF 16L. AFTER APPROX 1 MIN HOLD THEN CLRED TO CROSS 16L -- TFC HOLDING IN POS FOR ACFT -- AND CONTACT GND ON OTHER SIDE. AFTER XING, UNABLE TO CONTACT GND AS HE WAS TALKING NON- STOP TO SEVERAL ACFT SO NO INSTRUCTIONS FROM GND AS WHAT TO DO OR WHERE TO GO. TAXIED ONTO RAMP FAR ENOUGH TO WHERE I THOUGHT I WAS CLR OF RWY 16L. THE WDB ACFT IS A BIG ACFT AND ITS DIFFICULT TO TELL WHERE THE TAIL IS. I WAS ON RAMP IN FRONT OF TWR WITH SEVERAL OTHER ACFT AROUND. (THEN) THE NEW FAA INSTRUCTIONS, YOU MUST CLR THE RWY AND STOP UNTIL GND GIVES TAXI INSTRUCTIONS. THIS IS WHAT I WAS COMPLYING WITH. GND FINALLY TOLD US TO HURRY AND TAXI FORWARD TO CLR RWY. THOUGHT I WAS CLR BUT MAYBE NOT COMPLETELY. TWR HAD CLRED ACFT HOLDING ON 16L FOR TKOF AND HE WAS ROLLING. TAXIED FORWARD AND NO PROBLEM. TWR SHOULD NOT CLR ACFT FOR TKOF UNTIL RWY IS CLR -- NOT ASSUME ACFT WILL CONTINUE TAXI BECAUSE NEW RULING GIVES PLTS PROBLEMS WITH EXACTLY HOW FAR TO GO.
