Narrative:

While cruising at FL270 and first officer flying the airplane captain received instructions to slow to 280 KTS. After acknowledging instructions captain left frequency to make PA announcement and gave radio control to first officer. Simultaneously flight attendant entered cockpit to offer coffee and muffins. First officer was distraction and misunderstood instructions as captain left loop to make PA. After PA was made and captain returned to radio loop he noticed first officer leveling at FL280 and thought he had received clearance to FL280 in his absence. Shortly controller called and asked what altitude we were at and when captain said FL280, controller reclred us to FL270 and said we must have misunderstood his instructions.

Title: FO OF ACR LGT ACFT MISTAKENLY CLBED TO A HIGHER ALT INSTEAD OF REDUCING SPD TO THE SAME VALUE.

Narrative: WHILE CRUISING AT FL270 AND FO FLYING THE AIRPLANE CAPT RECEIVED INSTRUCTIONS TO SLOW TO 280 KTS. AFTER ACKNOWLEDGING INSTRUCTIONS CAPT LEFT FREQ TO MAKE PA ANNOUNCEMENT AND GAVE RADIO CTL TO FO. SIMULTANEOUSLY FLT ATTENDANT ENTERED COCKPIT TO OFFER COFFEE AND MUFFINS. FO WAS DISTR AND MISUNDERSTOOD INSTRUCTIONS AS CAPT LEFT LOOP TO MAKE PA. AFTER PA WAS MADE AND CAPT RETURNED TO RADIO LOOP HE NOTICED FO LEVELING AT FL280 AND THOUGHT HE HAD RECEIVED CLRNC TO FL280 IN HIS ABSENCE. SHORTLY CTLR CALLED AND ASKED WHAT ALT WE WERE AT AND WHEN CAPT SAID FL280, CTLR RECLRED US TO FL270 AND SAID WE MUST HAVE MISUNDERSTOOD HIS INSTRUCTIONS.
