Narrative:
After air carrier X was on ZNY's frequency, for a reason unknown to us at ZOB, air carrier X descended to FL350 and was level with air carrier Y 3 mi away (head-on) at FL350 nebound. We never found out what was the cause. We suspect TCASII alerted the pilots as they took evasive action beginning at about 1 mi away from each other. ZNY may have been on darc.

Title: ACR X DSCNT TO OCCUPIED ALT HAD LTSS SEPARATION FROM ACR Y. SYS ERROR. ACR X AND Y TCASII RA EVASIVE ACTION TAKEN.
Narrative: AFTER ACR X WAS ON ZNY'S FREQ, FOR A REASON UNKNOWN TO US AT ZOB, ACR X DSNDED TO FL350 AND WAS LEVEL WITH ACR Y 3 MI AWAY (HEAD-ON) AT FL350 NEBOUND. WE NEVER FOUND OUT WHAT WAS THE CAUSE. WE SUSPECT TCASII ALERTED THE PLTS AS THEY TOOK EVASIVE ACTION BEGINNING AT ABOUT 1 MI AWAY FROM EACH OTHER. ZNY MAY HAVE BEEN ON DARC.
