Narrative:
We were on a 280 heading and we were advised to turn to a 235 degree heading and that an small aircraft would maintain visual separation with us. The TCASII was on 6 NM range and the small aircraft 'popped up' onto the screen. We could not identify the small aircraft and therefore complied with the TCASII 'descend -- increase descent.'

Title: MDT COMMUTER ACFT GIVEN VECTOR AND TOLD SMA WOULD MAINTAIN VISUAL SEPARATION. TCASII RA ACTIVATES AND EVASIVE ACTION TAKEN.
Narrative: WE WERE ON A 280 HDG AND WE WERE ADVISED TO TURN TO A 235 DEG HDG AND THAT AN SMA WOULD MAINTAIN VISUAL SEPARATION WITH US. THE TCASII WAS ON 6 NM RANGE AND THE SMA 'POPPED UP' ONTO THE SCREEN. WE COULD NOT IDENT THE SMA AND THEREFORE COMPLIED WITH THE TCASII 'DSND -- INCREASE DSCNT.'
