Narrative:

Departing 9L told after departure turn right 140 degrees don't start turn until at departure end of 9L. We waited until we got to the end of 9L and began a right turn to 140 degrees. Almost immediately we received a climb RA on TCASII approximately 1200 AGL. At the same time tower called us telling us to look for traffic executing a go around on 4R at ord. About 10 seconds later tower called again and told us go around traffic has us in sight and would pass behind us. I recommend ATC at ord rethink their departure procedures while departing on 9L and at the same time arriving on 4R and 9R. Callback conversation with reporter revealed the following information: traffic passed 500 ft below and a little behind their aircraft. By the time he saw them it was too late to evade. He had no idea why the medium large transport missed their approach to runway 4R.

Title: CONFLICT BTWN MDT DEPARTING RWY 9L AND MLG ON GAR RWY 4R.

Narrative: DEPARTING 9L TOLD AFTER DEP TURN R 140 DEGS DON'T START TURN UNTIL AT DEP END OF 9L. WE WAITED UNTIL WE GOT TO THE END OF 9L AND BEGAN A R TURN TO 140 DEGS. ALMOST IMMEDIATELY WE RECEIVED A CLB RA ON TCASII APPROX 1200 AGL. AT THE SAME TIME TWR CALLED US TELLING US TO LOOK FOR TFC EXECUTING A GAR ON 4R AT ORD. ABOUT 10 SECONDS LATER TWR CALLED AGAIN AND TOLD US GAR TFC HAS US IN SIGHT AND WOULD PASS BEHIND US. I RECOMMEND ATC AT ORD RETHINK THEIR DEP PROCS WHILE DEPARTING ON 9L AND AT THE SAME TIME ARRIVING ON 4R AND 9R. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: TFC PASSED 500 FT BELOW AND A LITTLE BEHIND THEIR ACFT. BY THE TIME HE SAW THEM IT WAS TOO LATE TO EVADE. HE HAD NO IDEA WHY THE MLG MISSED THEIR APCH TO RWY 4R.
