Narrative:

Making a position report overhead sje, I requested FL390. Center said stand by. We waited a min then center came back and said (to our understanding) cleared to FL390. I replied 'roger, understand cleared to FL390 climbing now to FL390.' center said 'roger.' after we reached FL390, the captain reported in 'air carrier, level FL390.' then center replied ' you were not cleared to FL390.' the problem was and still is language. It is very hard to understand their english especially if it's on HF. I cannot find a solution to this problem except keep repeating the clearance until you are sure it's right. We were sure we were right.

THE PROBLEM WAS AND STILL IS LANGUAGE. IT IS VERY HARD TO UNDERSTAND THEIR ENGLISH ESPECIALLY IF IT'S ON HF. I CANNOT FIND A SOLUTION TO THIS PROBLEM EXCEPT KEEP REPEATING THE CLRNC UNTIL YOU ARE SURE IT'S RIGHT. WE WERE SURE WE WERE RIGHT.
