Narrative:

Abq tower cleared flight for takeoff, right turn after takeoff to 310 degrees, climb to 8000 ft. After full power takeoff at runway 17, I started a right turn and at 6000 ft, flaps were retracted from 10 degrees to 4 degrees while climbing with a 15 degree bank turn. Power was eased off to keep under 7000 degrees and at 'reference' 60 turn was tightened and climb continued with 4 degrees flaps. Tower requested us to expedite climb account of traffic. During this time my attention was primarily to procedural cockpit duties. While turning through approximately a west heading, at about 7000 ft. The TCASII called 'traffic, traffic.' I glanced at TCASII and the amber DOT was about 1 O'clock, 3 mi and plus 03. I went immediately to plus 02 and closing to 2 mi. I looked alternately for the traffic and TCASII, which quickly closed to plus 01 and 1 mi an then 0 as the DOT went through our position. Traffic was observed visually by the first officer and simultaneously by another airline jump seat observer at about 1 1/2 mi or less. Flight engineer never saw the traffic. TCASII never gave an 'RA' I never saw the traffic. The sole function or purpose of the ATC system and facilities including towers is separation of air traffic. In this case, if it was ineffective and nearly cost several hundred lives.

DURING THIS TIME MY ATTN WAS PRIMARILY TO PROCEDURAL COCKPIT DUTIES. WHILE TURNING THROUGH APPROX A W HDG, AT ABOUT 7000 FT. THE TCASII CALLED 'TFC, TFC.' I GLANCED AT TCASII AND THE AMBER DOT WAS ABOUT 1 O'CLOCK, 3 MI AND PLUS 03. I WENT IMMEDIATELY TO PLUS 02 AND CLOSING TO 2 MI. I LOOKED ALTERNATELY FOR THE TFC AND TCASII, WHICH QUICKLY CLOSED TO PLUS 01 AND 1 MI AN THEN 0 AS THE DOT WENT THROUGH OUR POS. TFC WAS OBSERVED VISUALLY BY THE FO AND SIMULTANEOUSLY BY ANOTHER AIRLINE JUMP SEAT OBSERVER AT ABOUT 1 1/2 MI OR LESS. FLT ENGINEER NEVER SAW THE TFC. TCASII NEVER GAVE AN 'RA' I NEVER SAW THE TFC. THE SOLE FUNCTION OR PURPOSE OF THE ATC SYS AND FACILITIES INCLUDING TWRS IS SEPARATION OF AIR TFC. IN THIS CASE, IF IT WAS INEFFECTIVE AND NEARLY COST SEVERAL HUNDRED LIVES.
