Narrative:

TCASII TA alert showed traffic 12 O'clock and 5 mi, 500 ft below and climbing. TCASII then issued an RA with a 'climb, climb' command to which we made an immediate maneuver and advised ATC. A small transport was observed eastbound at 7000 ft and passing below our right side in the opposite direction. ATC then issued the unknown traffic as a pop-up. Ord approach, meigs tower, chicago departure, and south bend approach were all asked about the traffic, to which nobody knew about the small transport.
