Narrative:

On raalf 1 STAR over pvd cleared intercept 4R localizer. Established inbound. Cleared to 3500 ft cleared approach. Approach control stated winds on approach were approximately 130 degrees at 60 KTS to 500 ft AGL, then decreasing to 130 degrees at 19 KTS. Descent was IMC in icing conditions requiring engines to be spooled up. I noted that 15R would be better and made comment to approach control but, being boston based, knew that if surface winds were less than 90 degrees at 20 KTS relative, noise would prevent use of runway 15. I was able to arrive at 1000 ft AGL properly configured, on GS and on speed with runway in sight out left side window. Moderate turbulence. Wind still 130 degrees at 60 KTS. Tower reported surface winds 130 degrees at 19 KTS. I elected to continue. In fact, the winds were quite erratic between 500 ft AGL and 100 ft AGL. It was impossible to decrab and land in a controled manner, but a landing was successful. I should not have commenced the approach given the report from approach control but should have insisted on runway 15. Having made that mistake, I should have gone around at 500 ft. Get homeitis almost got me! The tower went to 15 operation after my 'landing.'

HAVING MADE THAT MISTAKE, I SHOULD HAVE GONE AROUND AT 500 FT. GET HOMEITIS ALMOST GOT ME! THE TWR WENT TO 15 OP AFTER MY 'LNDG.'
