Narrative:

Upon initiating gear extension, engine operation became very rough, intermittent. After completing emergency procedures, advised ATC of problem, requested nearest field. Engine continued to operate at 2000 RPM and became smooth. ATC advised merritt field as close. I executed emergency approach and landing safely. I do not remember declaring an 'emergency' as events and landing were so rapid. However, ATC did not contact me visibility a visibility 'priority handling.' I am concerned that an far violation might be forthcoming due to virtual emergency operation and no report to FAA. Aircraft engine fuel system examined on ground. Engine ok at high power run up. Small quantity of water in right wing sump, approximately 1 cc. Aircraft engine vacuum pump failed simultaneously to engine problem standby vacuum was selected. Inspection of vacuum pump revealed internal rotor failure. Drive shaft coupling intact.

Title: SMA HAS ROUGH ENG. PLT OBTAINS FLT ASSIST TO NEAREST SUITABLE ARPT AND PERFORMS A PRECAUTIONARY LNDG.

Narrative: UPON INITIATING GEAR EXTENSION, ENG OP BECAME VERY ROUGH, INTERMITTENT. AFTER COMPLETING EMER PROCS, ADVISED ATC OF PROBLEM, REQUESTED NEAREST FIELD. ENG CONTINUED TO OPERATE AT 2000 RPM AND BECAME SMOOTH. ATC ADVISED MERRITT FIELD AS CLOSE. I EXECUTED EMER APCH AND LNDG SAFELY. I DO NOT REMEMBER DECLARING AN 'EMER' AS EVENTS AND LNDG WERE SO RAPID. HOWEVER, ATC DID NOT CONTACT ME VIS A VIS 'PRIORITY HANDLING.' I AM CONCERNED THAT AN FAR VIOLATION MIGHT BE FORTHCOMING DUE TO VIRTUAL EMER OP AND NO RPT TO FAA. ACFT ENG FUEL SYS EXAMINED ON GND. ENG OK AT HIGH PWR RUN UP. SMALL QUANTITY OF WATER IN R WING SUMP, APPROX 1 CC. ACFT ENG VACUUM PUMP FAILED SIMULTANEOUSLY TO ENG PROBLEM STANDBY VACUUM WAS SELECTED. INSPECTION OF VACUUM PUMP REVEALED INTERNAL ROTOR FAILURE. DRIVE SHAFT COUPLING INTACT.
