Narrative:
After landing in clermont county, oh, I was contacted by ZID. They informed me cincinnati had reported my plane was in the restr area. I later discovered, by phone the next day, that I was at 4500 ft, the lower limit of the restr area (4500-30000 ft). After discussing the matter with the quality assurance person, I explained how I had preflted to fly under the restr area and over the MOA, thus setting my altitude at 4400 ft MSL. I also explained that I set my altimeter in pkb (wood county, wv, home base), the reset it when I was able to hear ATIS at lunken airport (approximately 75 mi into the flight). The qa person discussed the possibility of flying at 4200-4300 ft, well under the 4500 ft lower limit of the restr area. She also advised that I fill out this document and send it to NASA. I might add that I have learned from this experience.

Title: UNAUTHORIZED PENETRATION OF AIRSPACE. PROX OF RESTRICTED AREA AND MOA.
Narrative: AFTER LNDG IN CLERMONT COUNTY, OH, I WAS CONTACTED BY ZID. THEY INFORMED ME CINCINNATI HAD RPTED MY PLANE WAS IN THE RESTR AREA. I LATER DISCOVERED, BY PHONE THE NEXT DAY, THAT I WAS AT 4500 FT, THE LOWER LIMIT OF THE RESTR AREA (4500-30000 FT). AFTER DISCUSSING THE MATTER WITH THE QUALITY ASSURANCE PERSON, I EXPLAINED HOW I HAD PREFLTED TO FLY UNDER THE RESTR AREA AND OVER THE MOA, THUS SETTING MY ALT AT 4400 FT MSL. I ALSO EXPLAINED THAT I SET MY ALTIMETER IN PKB (WOOD COUNTY, WV, HOME BASE), THE RESET IT WHEN I WAS ABLE TO HEAR ATIS AT LUNKEN ARPT (APPROX 75 MI INTO THE FLT). THE QA PERSON DISCUSSED THE POSSIBILITY OF FLYING AT 4200-4300 FT, WELL UNDER THE 4500 FT LOWER LIMIT OF THE RESTR AREA. SHE ALSO ADVISED THAT I FILL OUT THIS DOCUMENT AND SEND IT TO NASA. I MIGHT ADD THAT I HAVE LEARNED FROM THIS EXPERIENCE.
