Narrative:

An small aircraft was low approach on runway 34. Small transport X was in position and hold runway 2 waiting for small aircraft to execute miss. Jet traffic on 10 mi final runway 2. Ground control was told to expedite airport vehicle across runway 2. Ground control delayed in crossing clearance until after small transport X began takeoff roll. Recorded line not used for coordination, so no proof of intentional (or inadvertent) delay in crossing clearance. Small transport X commented on vehicle crossing as he began takeoff roll. 4000 ft (approximately). No evasive action necessary. I did not know ground control had delayed crossing until said something. I was on temporary promotion (120 days) to assistant air traffic manager and had been told to recertify the day before to avoid paying overtime for a controller on sick leave. Ground control atcs has had 2 errors within past yr, so error has been left strictly local.

GND CTL DELAYED IN XING CLRNC UNTIL AFTER SMT X BEGAN TKOF ROLL. RECORDED LINE NOT USED FOR COORD, SO NO PROOF OF INTENTIONAL (OR INADVERTENT) DELAY IN XING CLRNC. SMT X COMMENTED ON VEHICLE XING AS HE BEGAN TKOF ROLL. 4000 FT (APPROX). NO EVASIVE ACTION NECESSARY. I DID NOT KNOW GND CTL HAD DELAYED XING UNTIL SAID SOMETHING.
