Narrative:

While departing cle, instructed to hold short of active runway. Aircraft read back clearance and held. Cleared on to runway for position and hold. Read back clearance and held on runway. Completed before takeoff checklist down to 'when cleared for takeoff' items. Cleared for takeoff with traffic reported on final inside of 3 mi. Completed before takeoff checklist. Applied power. Waited for engines to spool up and commenced takeoff roll. While on takeoff roll, air carrier aircraft on short final asked tower if he was cleared to land. I believe tower responded that aircraft on runway was rolling. Air carrier was not given a landing clearance. The air carrier aircrew called for landing clearance approximately 4-5 times with no response from tower. As we reached vr and began rotation, tower instructed air carrier flight to go around. Tower then amended our departure instructions to avoid a conflict. Possibly could have avoided this if our aircraft was held short and then given clearance for an immediate takeoff vice the position and hold with the wait. Once the aircraft is stopped on the runway, it takes a while longer for the aircraft engines to spool up and get a heavy aircraft rolling.

Title: ACR MUST MAKE GAR DUE TO ACFT ON RWY ON TKOF ROLL.

Narrative: WHILE DEPARTING CLE, INSTRUCTED TO HOLD SHORT OF ACTIVE RWY. ACFT READ BACK CLRNC AND HELD. CLRED ON TO RWY FOR POS AND HOLD. READ BACK CLRNC AND HELD ON RWY. COMPLETED BEFORE TKOF CHKLIST DOWN TO 'WHEN CLRED FOR TKOF' ITEMS. CLRED FOR TKOF WITH TFC RPTED ON FINAL INSIDE OF 3 MI. COMPLETED BEFORE TKOF CHKLIST. APPLIED PWR. WAITED FOR ENGS TO SPOOL UP AND COMMENCED TKOF ROLL. WHILE ON TKOF ROLL, ACR ACFT ON SHORT FINAL ASKED TWR IF HE WAS CLRED TO LAND. I BELIEVE TWR RESPONDED THAT ACFT ON RWY WAS ROLLING. ACR WAS NOT GIVEN A LNDG CLRNC. THE ACR AIRCREW CALLED FOR LNDG CLRNC APPROX 4-5 TIMES WITH NO RESPONSE FROM TWR. AS WE REACHED VR AND BEGAN ROTATION, TWR INSTRUCTED ACR FLT TO GAR. TWR THEN AMENDED OUR DEP INSTRUCTIONS TO AVOID A CONFLICT. POSSIBLY COULD HAVE AVOIDED THIS IF OUR ACFT WAS HELD SHORT AND THEN GIVEN CLRNC FOR AN IMMEDIATE TKOF VICE THE POS AND HOLD WITH THE WAIT. ONCE THE ACFT IS STOPPED ON THE RWY, IT TAKES A WHILE LONGER FOR THE ACFT ENGS TO SPOOL UP AND GET A HVY ACFT ROLLING.
