Narrative:

I received a full briefing from williamsport FSS on the evening of 2/X/92. I filed IFR from ipt to agc (williamsport PA - allegheny county pittsburgh PA) for a departure 2/92. The next morning at X am, I contacted williamsport FSS to get my clearance by using the williamsport FSS frequency on the ground. I was instructed to contact ny center 124.9. While I had williamsport FSS I asked if the WX in pitt had changed or deteriorated from the full briefing I had received the night before. The answer was that things in pitt were basically as predicated but their might be some icing in the clouds. Note this is what was offered the night before the WX in williamsport was better than forecast the previous night. I filed and began my flight at X:15 local time. Approximately 30 min into the flight at my requested and assigned altitude of 6000 ft I began to accumulate ice in the light to moderate range, at the same time another aircraft on frequency reported the same over university park. I was near philipsburg PA. (140 mi from pittsburgh) I immediately requested 8000 ft. Ny center replied pilots I will call you do not call me. Ny was very busy for a period handling traffic feeding into the big apple. I waited for a slight lull (about 2 mins) and repeated ny identify - needs 8000 ft for ice. Ny responded 8000 approved identify. I climbed to 8000 ft and was on top. I continued for an uneventful ride to agc. Passing back down through the cloud cover which was broken and layered I picked up virtually no ice in the pittsburgh area. I landed with the residue of the earlier ice on the airframe about 1/2 inch. After returning to the airport at X:30 pm I found a note on the airplane to come to the FAA office to discuss something. The FAA office is right at the building I parked near. I went into the office and met with the gentlemen who brought in another gentleman to situation in on this 'friendly chat.' they were cordial but informed me that I had flown into known icing conditions, but they just wanted to talk to me not to cite me. They insisted that had I gotten a full briefing in the morning I would have gotten the NOTAM of light to moderate 5500 to 8000 ft reported by an medium large transport at X:am over pittsburgh. I suggest now since I was not ready for this accusation then, that due to the prevailing winds aloft (35-45 KTS) at those altitudes during that time and the 3 hours later that it took me to get to pittsburgh, the conditions were not the same. Further, I did not run into ice but it was not at that time reported in the philipsburg area. I reported it. I did not receive rptable ice in the pittsburgh area, (the defroster didn't have to be used to clear the window there was such a small amount) I believe that the worst of it at am had blown west and I found some of this in philipsburg area for 2 mins until I climbed on top. I am making this report because the FAA's friendly chat scares me. Please note although the individuals were pleasant they were accusatory. Also they pointed out that I parked right in front of the FAA manager's office window 'full of ice.'

Narrative: I RECEIVED A FULL BRIEFING FROM WILLIAMSPORT FSS ON THE EVENING OF 2/X/92. I FILED IFR FROM IPT TO AGC (WILLIAMSPORT PA - ALLEGHENY COUNTY PITTSBURGH PA) FOR A DEP 2/92. THE NEXT MORNING AT X AM, I CONTACTED WILLIAMSPORT FSS TO GET MY CLRNC BY USING THE WILLIAMSPORT FSS FREQ ON THE GND. I WAS INSTRUCTED TO CONTACT NY CTR 124.9. WHILE I HAD WILLIAMSPORT FSS I ASKED IF THE WX IN PITT HAD CHANGED OR DETERIORATED FROM THE FULL BRIEFING I HAD RECEIVED THE NIGHT BEFORE. THE ANSWER WAS THAT THINGS IN PITT WERE BASICALLY AS PREDICATED BUT THEIR MIGHT BE SOME ICING IN THE CLOUDS. NOTE THIS IS WHAT WAS OFFERED THE NIGHT BEFORE THE WX IN WILLIAMSPORT WAS BETTER THAN FORECAST THE PREVIOUS NIGHT. I FILED AND BEGAN MY FLT AT X:15 LCL TIME. APPROX 30 MIN INTO THE FLT AT MY REQUESTED AND ASSIGNED ALT OF 6000 FT I BEGAN TO ACCUMULATE ICE IN THE LIGHT TO MODERATE RANGE, AT THE SAME TIME ANOTHER ACFT ON FREQ RPTED THE SAME OVER UNIVERSITY PARK. I WAS NEAR PHILIPSBURG PA. (140 MI FROM PITTSBURGH) I IMMEDIATELY REQUESTED 8000 FT. NY CTR REPLIED PLTS I WILL CALL YOU DO NOT CALL ME. NY WAS VERY BUSY FOR A PERIOD HANDLING TFC FEEDING INTO THE BIG APPLE. I WAITED FOR A SLIGHT LULL (ABOUT 2 MINS) AND REPEATED NY IDENT - NEEDS 8000 FT FOR ICE. NY RESPONDED 8000 APPROVED IDENT. I CLIMBED TO 8000 FT AND WAS ON TOP. I CONTINUED FOR AN UNEVENTFUL RIDE TO AGC. PASSING BACK DOWN THROUGH THE CLOUD COVER WHICH WAS BROKEN AND LAYERED I PICKED UP VIRTUALLY NO ICE IN THE PITTSBURGH AREA. I LANDED WITH THE RESIDUE OF THE EARLIER ICE ON THE AIRFRAME ABOUT 1/2 INCH. AFTER RETURNING TO THE ARPT AT X:30 PM I FOUND A NOTE ON THE AIRPLANE TO COME TO THE FAA OFFICE TO DISCUSS SOMETHING. THE FAA OFFICE IS RIGHT AT THE BUILDING I PARKED NEAR. I WENT INTO THE OFFICE AND MET WITH THE GENTLEMEN WHO BROUGHT IN ANOTHER GENTLEMAN TO SIT IN ON THIS 'FRIENDLY CHAT.' I DID NOT RECEIVE RPTABLE ICE IN THE PITTSBURGH AREA, (THE DEFROSTER DIDN'T HAVE TO BE USED TO CLR THE WINDOW THERE WAS SUCH A SMALL AMOUNT) I BELIEVE THAT THE WORST OF IT AT AM HAD BLOWN W AND I FOUND SOME OF THIS IN PHILIPSBURG AREA FOR 2 MINS UNTIL I CLBED ON TOP. I AM MAKING THIS RPT BECAUSE THE FAA'S FRIENDLY CHAT SCARES ME. PLEASE NOTE ALTHOUGH THE INDIVIDUALS WERE PLEASANT THEY WERE ACCUSATORY. ALSO THEY POINTED OUT THAT I PARKED RIGHT IN FRONT OF THE FAA MGR'S OFFICE WINDOW 'FULL OF ICE.'
