Narrative:

Flight ont-smf. We were flying the wraps 5 arrival to smf. First officer was flying and was cleared to an initial crossing restriction of FL240 at turlo intersection. Inside turlo, the next assigned altitude was 11000 ft at twane intersection. Just before reaching twane descending through 11400, a TCASII alert of 'traffic' was received. Followed shortly thereafter by an RA to 'reduce descent' and a command to climb. The captain and first officer concurred that a climb was appropriate, and an immediate climb was initiated. ATC was advised the controller was talking to another aircraft (I think the 1 we were in conflict of), giving altitude, and heading changes. The first officer began another descent, after the traffic was clear. During the descent to return to the crossing and cleared altitude, the first officer did not level off at the 11000 ft altitude, but continued onto 10600 ft, passing 10750 the altitude alert in the cockpit went off. We realized we were never cleared below 11000 ft and began another climb to 11000 ft.

Title: ACR MLG FLC EXPERIENCES ALTDEV. TCASII ALERT IS NOT THE ISSUE. BUT WAS A FACTOR (DISTR).

Narrative: FLT ONT-SMF. WE WERE FLYING THE WRAPS 5 ARR TO SMF. FO WAS FLYING AND WAS CLRED TO AN INITIAL XING RESTRICTION OF FL240 AT TURLO INTXN. INSIDE TURLO, THE NEXT ASSIGNED ALT WAS 11000 FT AT TWANE INTXN. JUST BEFORE REACHING TWANE DSNDING THROUGH 11400, A TCASII ALERT OF 'TFC' WAS RECEIVED. FOLLOWED SHORTLY THEREAFTER BY AN RA TO 'REDUCE DSCNT' AND A COMMAND TO CLB. THE CAPT AND FO CONCURRED THAT A CLB WAS APPROPRIATE, AND AN IMMEDIATE CLB WAS INITIATED. ATC WAS ADVISED THE CTLR WAS TALKING TO ANOTHER ACFT (I THINK THE 1 WE WERE IN CONFLICT OF), GIVING ALT, AND HDG CHANGES. THE FO BEGAN ANOTHER DSCNT, AFTER THE TFC WAS CLR. DURING THE DSCNT TO RETURN TO THE XING AND CLRED ALT, THE FO DID NOT LEVEL OFF AT THE 11000 FT ALT, BUT CONTINUED ONTO 10600 FT, PASSING 10750 THE ALT ALERT IN THE COCKPIT WENT OFF. WE REALIZED WE WERE NEVER CLRED BELOW 11000 FT AND BEGAN ANOTHER CLB TO 11000 FT.
