Narrative:

With the WX indefinite ceiling 300 ft overcast with 3/4 to 1 mi visibility we were flying the ILS 36R approach. We had been cleared for the approach and with about 2 mi showing on our DME indicator the tower cleared an air carrier flight into position for takeoff. As we were approaching mins we saw the runway and initiated a go around. With a DME readout of 2.0 NM we were seven tenths to eight tenths of a mi from the threshold of runway 36R. That is when we heard charlotte tower clear the aircraft onto the runway in front of us. I wish there were a way a violation could be filed against the tower for endangering the lives of everyone on board our aircraft by positioning the air carrier airplane in front of us at the most critical phase of our flight, landing in a min visibility condition. I have made a formal request to the FAA that the tower tape for my flight be sent to me.

WE HAD BEEN CLRED FOR THE APCH AND WITH ABOUT 2 MI SHOWING ON OUR DME INDICATOR THE TWR CLRED AN ACR FLT INTO POS FOR TKOF. AS WE WERE APCHING MINS WE SAW THE RWY AND INITIATED A GAR. WITH A DME READOUT OF 2.0 NM WE WERE SEVEN TENTHS TO EIGHT TENTHS OF A MI FROM THE THRESHOLD OF RWY 36R. THAT IS WHEN WE HEARD CHARLOTTE TWR CLR THE ACFT ONTO THE RWY IN FRONT OF US. I WISH THERE WERE A WAY A VIOLATION COULD BE FILED AGAINST THE TWR FOR ENDANGERING THE LIVES OF EVERYONE ON BOARD OUR ACFT BY POSITIONING THE ACR AIRPLANE IN FRONT OF US AT THE MOST CRITICAL PHASE OF OUR FLT, LNDG IN A MIN VISIBILITY CONDITION. I HAVE MADE A FORMAL REQUEST TO THE FAA THAT THE TWR TAPE FOR MY FLT BE SENT TO ME.
