Narrative:

A recently private rated pilot and I departed 9L at oakland for hollister. The WX was VFR. About 300 ft AGL the engine rapidly lost RPM without any prior roughness. I took over command of the aircraft and turned right heading for 27L. The aircraft touched short of 27L/9R, rolled across the runway and finally came to rest to the north of runway in the grass field. Initially, I had agreed to participate in this flight as a safety pilot. When the engine failure occurred I took over command. That was my first involvement in this flight. The aircraft sustained minor damage to the right wing and cowling. There were no injuries.
