Narrative:

For a flight from dca to bos received the following routing for a cruise altitude of FL190. Dca...paleo V44 sie V308 orw V16 woons bos. When I questioned (clearance delivery) the use of victor airways for the entire routing I was told that the preferential routing dca-bos for altitudes 9000 ft to FL210 is as we were cleared. While I understand that victor airways are used for the transition to fl's, it seems odd to have the entire routing based on them when above the 'limit' of a victor airway (17999 MSL). In addition, the current airport/facility directory shows that routing for altitudes only up to and including 17000 ft.

Title: ACR RPTR CLAIMS THAT PREFERENTIAL RTING FROM DCA TO BOS IS IN THE LOW ALT STRUCTURE, BUT THAT ASSIGNED ALT IS FREQUENTLY FL180 AND ABOVE.

Narrative: FOR A FLT FROM DCA TO BOS RECEIVED THE FOLLOWING RTING FOR A CRUISE ALT OF FL190. DCA...PALEO V44 SIE V308 ORW V16 WOONS BOS. WHEN I QUESTIONED (CLRNC DELIVERY) THE USE OF VICTOR AIRWAYS FOR THE ENTIRE RTING I WAS TOLD THAT THE PREFERENTIAL RTING DCA-BOS FOR ALTS 9000 FT TO FL210 IS AS WE WERE CLRED. WHILE I UNDERSTAND THAT VICTOR AIRWAYS ARE USED FOR THE TRANSITION TO FL'S, IT SEEMS ODD TO HAVE THE ENTIRE RTING BASED ON THEM WHEN ABOVE THE 'LIMIT' OF A VICTOR AIRWAY (17999 MSL). IN ADDITION, THE CURRENT ARPT/FACILITY DIRECTORY SHOWS THAT RTING FOR ALTS ONLY UP TO AND INCLUDING 17000 FT.
