Narrative:

I am a captain check airman/instructor on a foreign widebody transport. I flew segment jfk/mbj. In flight, a discussion unfolded as to first officer training. I realized that this was the first line trip for first officer. I was on a line rotation flight. The first officer was not fully qualified. I notified company. Flight standards department of problem and asked for a reply. 2 hours and 30 mins later I was scheduled out of mbj for mia. I assumed no contact by flight standards and after another contact, it was legal to depart. On arrival mia first officer was removed.

I ASSUMED NO CONTACT BY FLT STANDARDS AND AFTER ANOTHER CONTACT, IT WAS LEGAL TO DEPART. ON ARR MIA FO WAS REMOVED.
