Narrative:

On feb/92 I was flying from cid to dsm. Prior to takeoff I had obtained a WX briefing for the route of flight and current WX at des moines was 200 ft overcast 1 mi drizzle and fog. We departed from cedar rapids to des moines. Prior to contacting des moines approach we contacted the des moines tower for current WX at the airport. We had mins for landing on 30R. When we contacted des moines approach, he had advised us that the RVR was 3000 for runway 12L, expect ILS 12L and gave us radar vectors for the approach. Since the RVR of 3000 is below mins for runway 12L (min RVR 4000) we requested the RVR for runway 30R. The RVR for this runway was 2600 RVR which was above min of 2400 RVR. We requested 30R. Approach then gave us a vector direct to des moines VOR. We were also informed that the GS was out of service on 30R. At this time we still had mins for runway 30R. Des moines approach advise that the active runway was 12L and RVR 3000 and gave us a vector toward 12L. Once being vectored for an approach to des moines airport 12L, once again we asked for the WX for 30R. We still had landing mins for 30R. Approach continued to vector us for the approach for 12L and cleared us for an approach, knowing the WX was below landing mins for 12L, and knowing we wanted 30R. Once inside the marker the tower cleared us to land. On the approach 12L we broke out of the overcast before arriving at the middle marker with the runway in sight. We had easily 3/4 to 1 mi visibility. Once clearing the runway I advised the tower of the visibility. We believe the contributing factor to this conflict was that approach and tower was using 12L for departures and letting us land 30R would interfered with departures. Off 12L, tower and approach made the decision where to land, and not complying to our wishes.

Title: ATX PIC MAKES APCH TO ARPT WHEN WX MINS LESS THAN REQUIRED FOR APCH.

WHEN WE CONTACTED DES MOINES APCH, HE HAD ADVISED US THAT THE RVR WAS 3000 FOR RWY 12L, EXPECT ILS 12L AND GAVE US RADAR VECTORS FOR THE APCH. SINCE THE RVR OF 3000 IS BELOW MINS FOR RWY 12L (MIN RVR 4000) WE REQUESTED THE RVR FOR RWY 30R. THE RVR FOR THIS RWY WAS 2600 RVR WHICH WAS ABOVE MIN OF 2400 RVR. WE REQUESTED 30R. APCH THEN GAVE US A VECTOR DIRECT TO DES MOINES VOR. WE WERE ALSO INFORMED THAT THE GS WAS OUT OF SVC ON 30R. AT THIS TIME WE STILL HAD MINS FOR RWY 30R. DES MOINES APCH ADVISE THAT THE ACTIVE RWY WAS 12L AND RVR 3000 AND GAVE US A VECTOR TOWARD 12L. ONCE BEING VECTORED FOR AN APCH TO DES MOINES ARPT 12L, ONCE AGAIN WE ASKED FOR THE WX FOR 30R. WE STILL HAD LNDG MINS FOR 30R. APCH CONTINUED TO VECTOR US FOR THE APCH FOR 12L AND CLRED US FOR AN APCH, KNOWING THE WX WAS BELOW LNDG MINS FOR 12L, AND KNOWING WE WANTED 30R. ONCE INSIDE THE MARKER THE TWR CLRED US TO LAND. ON THE APCH 12L WE BROKE OUT OF THE OVCST BEFORE ARRIVING AT THE MIDDLE MARKER WITH THE RWY IN SIGHT. WE HAD EASILY 3/4 TO 1 MI VISIBILITY. ONCE CLRING THE RWY I ADVISED THE TWR OF THE VISIBILITY. WE BELIEVE THE CONTRIBUTING FACTOR TO THIS CONFLICT WAS THAT APCH AND TWR WAS USING 12L FOR DEPS AND LETTING US LAND 30R WOULD INTERFERED WITH DEPS. OFF 12L, TWR AND APCH MADE THE DECISION WHERE TO LAND, AND NOT COMPLYING TO OUR WISHES.
