Narrative:

I was working the departure radar east position at orlando ATCT on 2/92. At approximately XX00 I issued instructions for air carrier X to turn left heading 020 and climb and maintain 12000. I did not hear him read back anything different. Later I observed air carrier X altitude was above 12000. When I questioned the pilot, he said I had assigned him 17000 and that he read back 17000.

Narrative: I WAS WORKING THE DEP RADAR E POS AT ORLANDO ATCT ON 2/92. AT APPROX XX00 I ISSUED INSTRUCTIONS FOR ACR X TO TURN L HDG 020 AND CLB AND MAINTAIN 12000. I DID NOT HEAR HIM READ BACK ANYTHING DIFFERENT. LATER I OBSERVED ACR X ALT WAS ABOVE 12000. WHEN I QUESTIONED THE PLT, HE SAID I HAD ASSIGNED HIM 17000 AND THAT HE READ BACK 17000.
