Narrative:

Upon landing at cle runway 23R we understood that we were cleared to cross 23L and contact ground upon clearing 23L. After clearing and contacting ground we were instructed to call the supervisor. After the captain called we were told that we were instructed to hold short of 18 and stay with the tower controller. We didn't receive or understand that clearance and therefore forced an aircraft to do a go around when we crossed 18. I believe this could have been avoided if tower would make sure we (pilots) understood all clearance and that clearance's that involve other aircraft should be conveyed to the crews at times other than slowing an aircraft on landing roll. I also believe better runway markings with hold short and runway signs might have aided us. Supplemental information from acn 201208: I suspect that the tower may have instructed me to hold short of runway 18 while I was changing frequency from tower to ground control. Callback conversation with reporter revealed the following information: reporter states he feels controllers ought to be aware of cockpit need for no distraction on landing roll out. Do not issue instructions until aircraft initiating turn off of runway. If reason to hold short, notify flight crew with advisory to assure understanding. At intxns there are no hold lines indicating there is a runway. Yellow taxi lines continue on across a runway! Often cannot see taxiway signs. Other aircraft was company plane and crew told reporter there was no need to go around, had enough spacing.

Narrative: UPON LNDG AT CLE RWY 23R WE UNDERSTOOD THAT WE WERE CLRED TO CROSS 23L AND CONTACT GND UPON CLRING 23L. AFTER CLRING AND CONTACTING GND WE WERE INSTRUCTED TO CALL THE SUPVR. WE DIDN'T RECEIVE OR UNDERSTAND THAT CLRNC AND THEREFORE FORCED AN ACFT TO DO A GAR WHEN WE CROSSED 18. I BELIEVE THIS COULD HAVE BEEN AVOIDED IF TWR WOULD MAKE SURE WE (PLTS) UNDERSTOOD ALL CLRNC AND THAT CLRNC'S THAT INVOLVE OTHER ACFT SHOULD BE CONVEYED TO THE CREWS AT TIMES OTHER THAN SLOWING AN ACFT ON LNDG ROLL. I ALSO BELIEVE BETTER RWY MARKINGS WITH HOLD SHORT AND RWY SIGNS MIGHT HAVE AIDED US. AT INTXNS THERE ARE NO HOLD LINES INDICATING THERE IS A RWY. YELLOW TAXI LINES CONTINUE ON ACROSS A RWY! OFTEN CANNOT SEE TAXIWAY SIGNS. OTHER ACFT WAS COMPANY PLANE AND CREW TOLD RPTR THERE WAS NO NEED TO GAR, HAD ENOUGH SPACING.
