Narrative:

Cpr X was instructed to taxi across runway 30 on taxiway B. Small aircraft Y was about 1 mi on final, approaching runway 30 when cpr X was cleared to cross runway 30. Cpr X started to cross runway 30, then became confused and made a right turn, sebound onto runway 12 (30). Small aircraft Y was issued a go around by the tower controller or about a 1/8 mi final. The pilot of small aircraft Y asked for a repeat, and by the time the 'go around' was retransmitted. Small aircraft Y had crossed the runway 30 threshold about 50 ft AGL and about 2500 ft horizontally from cpr X which was still on runway 30 but beginning to turn onto runway 03 (which was not in use at the time). We are having numerous runway incursions at the same location. I believe the reason is because of poor taxiway/runway markings, and/or too many lines which involve 3 taxiways and 3 runways all intersecting. The lack of conspicuity confuse these pilots, in spite of detailed instructions. Proposed solutions: colored taxiway lines and reflectors on the lines to specific taxi rtes.

Title: CPR X MADE UNAUTH TURN ONTO RWY 30 CAUSING SMA Y TO BE ISSUED A GAR. PLTDEV. SITUATION: FLC CONFUSION POOR TAXIWAY RWY MARKINGS SIGNS.

Narrative: CPR X WAS INSTRUCTED TO TAXI ACROSS RWY 30 ON TAXIWAY B. SMA Y WAS ABOUT 1 MI ON FINAL, APCHING RWY 30 WHEN CPR X WAS CLRED TO CROSS RWY 30. CPR X STARTED TO CROSS RWY 30, THEN BECAME CONFUSED AND MADE A R TURN, SEBOUND ONTO RWY 12 (30). SMA Y WAS ISSUED A GAR BY THE TWR CTLR OR ABOUT A 1/8 MI FINAL. THE PLT OF SMA Y ASKED FOR A REPEAT, AND BY THE TIME THE 'GAR' WAS RETRANSMITTED. SMA Y HAD CROSSED THE RWY 30 THRESHOLD ABOUT 50 FT AGL AND ABOUT 2500 FT HORIZLY FROM CPR X WHICH WAS STILL ON RWY 30 BUT BEGINNING TO TURN ONTO RWY 03 (WHICH WAS NOT IN USE AT THE TIME). WE ARE HAVING NUMEROUS RWY INCURSIONS AT THE SAME LOCATION. I BELIEVE THE REASON IS BECAUSE OF POOR TAXIWAY/RWY MARKINGS, AND/OR TOO MANY LINES WHICH INVOLVE 3 TAXIWAYS AND 3 RWYS ALL INTERSECTING.
