Narrative:

Small transport X was IFR practice approachs at roc and was on a missed approach on runway 28 climbing to 3000 ft on runway heading. Local gave me control of small transport X for turns. After vectoring small transport X west then southeast, I asked local if he had any departures for runway 22. He said no and I explained that I wanted to keep small transport X in close for another ILS 28. He approved, so as small transport X got in close, air carrier Y departed runway 22. When air carrier Y called departure, I turned him to 160 degrees to avoid small transport X. Min separation did not exist, it was less than standard.

Title: ACR Y HAD LTSS FROM SMT X AFTER DEP. SYS ERROR.

Narrative: SMT X WAS IFR PRACTICE APCHS AT ROC AND WAS ON A MISSED APCH ON RWY 28 CLBING TO 3000 FT ON RWY HDG. LCL GAVE ME CTL OF SMT X FOR TURNS. AFTER VECTORING SMT X W THEN SE, I ASKED LCL IF HE HAD ANY DEPS FOR RWY 22. HE SAID NO AND I EXPLAINED THAT I WANTED TO KEEP SMT X IN CLOSE FOR ANOTHER ILS 28. HE APPROVED, SO AS SMT X GOT IN CLOSE, ACR Y DEPARTED RWY 22. WHEN ACR Y CALLED DEP, I TURNED HIM TO 160 DEGS TO AVOID SMT X. MIN SEPARATION DID NOT EXIST, IT WAS LESS THAN STANDARD.
