Narrative:

Flaps were selected from 25 degrees to 30 degrees. Outboards moved but did not enter the 30 degree flap band on gauge. Moved flap handle below 30 degrees and then returned handle to detent when flaps entered 30 degree band. Completed landing checklist. Did not feel safety would have been enhanced by going around and completing trailing edge flap abnormal checklist, since flaps were not stuck or split. Problem was found to be gauge calibration error.
