Narrative:

After takeoff I switched to departure control as instructed. When I got no response I tried to verify the frequency by retrieving the clearance from ACARS (clt uses pre departure clearance via ACARS). When I saw there was no pre departure clearance message stored I asked my first officer for the correct frequency from his verbal pre departure clearance and he said, eventually, 'oh-oh, I forgot to get our clearance.' I returned to tower and requested the proper departure frequency. I had no reason to doubt that we had a clearance up until then because ATC 'always' catches the error because ground controller would fail to receive our 'strip' from the clearance person. Also, our prestart checklist has a challenge 'radios/ACARS' to which the first officer stated our initial heading and altitude. There seems to be a new gap in the system created by the pre departure clearance via ACARS system that needs to be closed by ATC. Obviously, also, I need to verify receipt of our pre departure clearance with my first officer. I failed to mention that ATC never really acknowledged our error, just gave us the proper transponder squawk and verified our altitude.

Title: FO DID NOT ACTIVATE AND RECEIVE FLT PLAN OVER ACARS. ACFT CLRED TAXI. TKOF. WRONG FREQ FOR DEP. TWR GAVE PROPER FREQ. DEP GAVE SQUAWK CODE. CENTER ACCEPTED THE FLT. ALL WITH NON ACTIVATION OF THE FLT PLAN.

Narrative: AFTER TKOF I SWITCHED TO DEP CTL AS INSTRUCTED. WHEN I GOT NO RESPONSE I TRIED TO VERIFY THE FREQ BY RETRIEVING THE CLRNC FROM ACARS (CLT USES PDC VIA ACARS). WHEN I SAW THERE WAS NO PDC MESSAGE STORED I ASKED MY FO FOR THE CORRECT FREQ FROM HIS VERBAL PDC AND HE SAID, EVENTUALLY, 'OH-OH, I FORGOT TO GET OUR CLRNC.' I RETURNED TO TWR AND REQUESTED THE PROPER DEP FREQ. I HAD NO REASON TO DOUBT THAT WE HAD A CLRNC UP UNTIL THEN BECAUSE ATC 'ALWAYS' CATCHES THE ERROR BECAUSE GND CTLR WOULD FAIL TO RECEIVE OUR 'STRIP' FROM THE CLRNC PERSON. ALSO, OUR PRESTART CHKLIST HAS A CHALLENGE 'RADIOS/ACARS' TO WHICH THE FO STATED OUR INITIAL HDG AND ALT. THERE SEEMS TO BE A NEW GAP IN THE SYS CREATED BY THE PDC VIA ACARS SYS THAT NEEDS TO BE CLOSED BY ATC. OBVIOUSLY, ALSO, I NEED TO VERIFY RECEIPT OF OUR PDC WITH MY FO. I FAILED TO MENTION THAT ATC NEVER REALLY ACKNOWLEDGED OUR ERROR, JUST GAVE US THE PROPER TRANSPONDER SQUAWK AND VERIFIED OUR ALT.
