Narrative:

Departed sbp on IFR clearance via crepe 3 frams pilot now at about crepe to 8000 per ZLA. There is a min altitude of 4000 ft noted, which I thought mandatory for the crepe-frams segment (I incorrectly leveled at 4000 restriction). Thus, I delayed climb to 8000 and leveled at 4000 until controller got heavily angry. Resumed climb to assigned altitude thereafter. I do not think there was a conflict, but the controller was pretty 'pissed off.' I think I was over conditioned to comply with the 4000 restriction. I erroneously called, because there are frequent cases where after a clearance to cruise pilots forgot to check the SID restriction. Well, as just shown, one can mess up the other way around as well.

Narrative: DEPARTED SBP ON IFR CLRNC VIA CREPE 3 FRAMS PLT NOW AT ABOUT CREPE TO 8000 PER ZLA. THERE IS A MIN ALT OF 4000 FT NOTED, WHICH I THOUGHT MANDATORY FOR THE CREPE-FRAMS SEGMENT (I INCORRECTLY LEVELED AT 4000 RESTRICTION). THUS, I DELAYED CLB TO 8000 AND LEVELED AT 4000 UNTIL CTLR GOT HEAVILY ANGRY. RESUMED CLB TO ASSIGNED ALT THEREAFTER. I DO NOT THINK THERE WAS A CONFLICT, BUT THE CTLR WAS PRETTY 'PISSED OFF.' I THINK I WAS OVER CONDITIONED TO COMPLY WITH THE 4000 RESTRICTION. I ERRONEOUSLY CALLED, BECAUSE THERE ARE FREQUENT CASES WHERE AFTER A CLRNC TO CRUISE PLTS FORGOT TO CHK THE SID RESTRICTION. WELL, AS JUST SHOWN, ONE CAN MESS UP THE OTHER WAY AROUND AS WELL.
